Before this happens the Sabrent will supply power, e.g. When these are loaded any flash drive loaded in the Sabrent 4 port Hub, that is plugged into the PCIe Card, is recognised and can be accessed. I have also found that the two driver files, USBHCI.SYS and UsbXhciCompanion.dll are listed in the Driver properties and these two files are in the System32\Drivers and the Drivers\UMDF directories.
Most of the time this does not work, but I have found that if I wait about half an hour and repeat the search then the VIA USB 3.0 appears in the list. Then I go to Action, and click Scan for Hardware Changes. (It actually is installed and switched on and works fine.) The way I do it now is to open Device Manager and then open the Universal Serial Bus Controllers section and Click on No Printer installed.

Now it wont recognize the Oculus if it's plugged into any of these USB ports on the PCI card. I bought the 7 port one, installed it and the drivers, restarted the computer - the whole deal.
I saw that this can be an issue and oculus recommended high speed USB 3.0 PCI card from inateck. Just recently bought a Rift s and for some reason it said my USB ports I have on my motherboard aren't compatible.
